Nob Hill Boulevard is a principal arterial that serves as a main east west corridor for drivers and pedestrian traffic to access southeastern Yakima. This road transitions into State Route 24, providing efficient travel to and from the City of Moxee. This section of Nob Hill serves Yakima Valley College (YVC), a large residential district, a large commercial district, and a bus route. College students frequently rely on traveling by foot along this corridor and Nob Hill provides an essential travel way to restaurants and other businesses. S 16th Avenue intersects Nob Hill Boulevard at the southwest corner of YVC and is also a principal arterial. Located at the corner of the intersection of Nob Hill Boulevard and S 24th Avenue, the Rainier Square development offers a hotel, numerous restaurants, and other businesses. The Rainier Square remodel and addition of new restaurants and businesses has greatly boosted the area. S 24th Avenue also crosses through Nob Hill one mile from the Yakima Air Terminal and Perry Technical Institute. The hotel located in Rainier Square is notably the closest hotel to the airport. As a result of the heavy reliance on Nob Hill, the surface conditions have become poor and continue to deteriorate. The roadway surface contains large longitudinal and transverse cracking along with rutting and spalling throughout the corridor. Most of the existing curb ramps are non-compliant with current ADA standards and are planned to be replaced with this project.
