'Approximately 8 acres of undeveloped prime commercial land is situated to the east of Burlington Boulevard in the vicinity of the Costco retail store. Development of these properties depends on access from Burlington Blvd. Past property accesses from Burlington Blvd have been permitted without a strategic plan. The City is therefore actively managing and limiting new accesses with a focus on promoting safety and improving traffic flow. The traffic signal at the entrance/exit to Costco is therefore the only possible access to the undeveloped properties. Currently, the access to the east serves only one property, Skagit Cycle Center, and the opposing offset roadway to the west serves Costco requiring a split phase operation of the signal. The signal provides the only safe means of accessing Skagit Cycle as well as the undeveloped 8 acres. A roadway to the easterly properties does not exist. '

Project Description
A new roadway will bisect the properties east of Burlington Blvd and extend from the Costco signal east to Walnut Street. Some modifications to the existing Costco signal will be necessary to incorporate the new roadway, and the signal will serve as the westerly terminus. The existing Skagit Cycle building lies in the pathway of the new road requiring the demolition and relocaton of this 1970's vintage facility. The property owner is willing to work with the City in this regard (see attached letter). The City perfers to acquire the property and demolish the building (included in the cost estimate). Other property owners along the roadway are willing to donate right-of-way to the project. The owner of the property on the north side has already begun construction of a La Quinta Hotel. The developer of the property on the south is awaiting completion of the road to begin construction of a storage complex and retail stores. The roadway will terminate on the east in a compact roundabout at Walnut Street. In addition to this project providing access for development of key commercial property, it will lesson the traffic demand on Burlington Blvd, enhance safety on Burlington Blvd through access management, improve safety at the existing Costco traffic signal and improve mobility within the City. The majority of the roadway section will consist of two 12' wide lanes with an 11 wide two way left turn center lane, a shared use path, and sidewalks on each side separated from the roadway with landscaping strips. The section crossing the pond area will not include the center turn lane.
