Reported crashes, injuries, and a fatality at the Greaves Way and Old Frontier Road intersection places this intersection number 1 on Kitsap County’s 2014-2018 Intersection Safety List (up from #4 on the 2013-2017 list). The crash patterns indicate a significant number of collisions involving the eastbound to northbound turning movement from Old Frontier Road not granting right of way to westbound through traffic on Greaves Way. Several motorists reported that westbound vehicles on Graves Way were changing lanes (from the right turn only lane) at the last minute.

Project Description
The all-way stop is an interim solution for this intersection which meets four signal warrant types. The County analyzed two intersection alternatives signalization and single-lane roundabout. Analysis for both alternatives is detailed in the attached “NW Greaves Way at Old Frontier Road NW Traffic Study” (August 2018). Roundabout analysis was conducted using SIDRA. The preferred alternative is a single lane roundabout. A single lane roundabout is anticipated to have a 2043 design year Intersection LOS of A with Approach (Vehicle) LOS’s of NE-A, NW-B, and SW-A. Vehicle LOS is based on average delay and v/c ratio (degree of saturation) per movement. Approach Queue Distances would be NE-207’, NW-149’, and SW-109’. This project improves the LOS for a critical roadway and intersection within Silverdale’s “Waaga Way Town Center” and “Provost Commercial” District’s. The preferred roundabout option facilitates access within and to the Silverdale Downtown while improving intersection safety for vehicles, bicycles, and pedestrians.
