Horizon Flats Road serves the Towns industrial/manufacturing area as well as a growing residential community. The existing street requires yearly maintenance to keep operation during the Spring thaw due to poor drainage and pavement condition. Heavy truck traffic, sharp curves and inclines increase maintenance and safety concerns. Springtime closures and weight restrictions have been considered but difficult to implement due to their detrimental impact to area businesses and major Town employers. Lack of an ezisting stormwater collection system and steep roadway and adjacent land slopes create erosion and flooding issues for both the roadway and surrounding properties.

Project Description
The project will install a stormwater system that both properly conveys and disposes of stormwater within the project area. The system will be constructed to prevent saturation of the roadway subgrade, prevent erosion of roadside ditches and adjacent fill slopes protecting pavement edges and adjacent property owners. The existing roadway will be widened approximately 2 each side with reconstructed pavement section to provide minimal shoulders for snow storage and improve safety for non-motorized users. The existing roadway will be crack sealed lightly preleveled with HMA where warranted and overlaid with 0.15 HMA.
