Existing Conditions

20th St E is the primary east-west multimodal corridor south of I-5 in Fife and carries 15,000 vehicles/day. East of 54th Ave E, 20th St E includes the Community Center, Aquatics Center, STEAM Center, High School, Elementary School, Library, significant multifamily development, and connections to the Sheffield Trail and Interurban Trail. The segment of 20th St E between 62nd Ave E and the 6400 block lacks basic infrastructure. It does not have sidewalks, bike facilities, 2-way center left turn lane, lighting, stormwater conveyance, and has degraded roadway subgrade and pavement. The pavement is currently rated as marginal. The lack of a center left turn lane requires drivers to turn left from the through lane. The 2024 Fife Local Road Safety Plan identified 20th St E as having the second highest safety risk factors in the city, especially for vehicle, pedestrian, and cyclist crashes. The 20th St E/62nd Ave E intersection connects the multifamily housing along 62nd Ave E with I-5/54th Ave E interchange, which provides access to regional jobs and services. The 20th St E/62nd Ave E intersection operates at LOS F during peak travel periods because it is difficult for northbound drivers to find a gap in the high traffic volumes on 20th St E. The intersection has been the subject of several citizen requests for improvement. TIB and WSDOT have funded projects that will be improving other segments of 20th St E, and this is the last unfunded segment between 54th Ave E and 70th Ave E.

Description of Improvements

The 20th Street E project improves mobility, safety, access, and pavement condition for this important multimodal corridor. Between 62nd Ave E and the 6400 block, the project will construct a center two-way left turn lane, north-side sidewalk, south-side shared use path, planter strip buffers, new roadway surface, and a traffic signal at the 20th Street E/62nd Ave E intersection. On the south side of the street, a 10 to 12-foot shared use pathway will provide a pedestrian and bicycle facility for all ages and abilities that is separated from traffic by a curb and planter strip. On the north side, the project will construct a sidewalk separated with a curb and planter strip. The project completes a missing segment of center turn lane between 62nd Ave E and the 6400 block, which will reduce rear-end crashes and improve access and safety for side streets and driveways. The traffic signal at the 20th Street E/62nd Ave E intersection will improve operations from LOS F to B and upgrade ADA facilities. The project adds lighting, which will improve safety. The project addresses physical deficiencies by resurfacing the roadway, stabilizing subgrade, and improving stormwater conveyance and utilities. The project enables students to safely walk and bike to school, enhances access to bus stops on 20th Street E, enables drivers to efficiently and safely access I-5 and other destinations, and connects residents to the Community Center, Aquatics Center, Library, Sheffield Trail, and Interurban Trail.
