Existing ConditionsThe pavement on E Roosevelt is currently deteriorated, with a failed subgrade for the majority of the project area. E Roosevelt Ave is a significant arterial that connects Eastside community members, including residents of the Salishan Tacoma Public Housing Authority development and Puyallup Tribal Housing Authority properties, to community amenities including the Roosevelt Elementary School, Eastside Family Resource Center (WIC Center), NAMI Pierce County (mental health resource center), Roosevelt Park and Swan Creek Park, and Puyallup Tribal early childhood center. E Roosevelt Ave is also the core transit route for Pierce Transit route 41 connecting residents to Downtown Tacoma and the Tacoma Mall area, Tacomas largest economic and educational opportunity areas. E Roosevelt Ave is currently missing sidewalks and ADA ramps on both sides of the street along long stretches of the corridor and lacks safe and accessible access to the school, resource center, parks, and transit stops. Adoption of revised zoning regulations, which include upzoning this area to Urban Residential 2, will more than double allowed density by reducing required lot size standards and allowing for additional housing types (such as multi-family housing up to 6-plexes). The areas anticipated increase in density is expected to amplify the existing community needs for enhancements to this corridor. |

Description of Improvements
This project will include road reconstruction from East 38th Street to East Gregory Street, where the subgrade has failed. The pavement from East Gregory to East Sherman, on the north side of the project, is proposed to be addressed with a grind and overlay. This project will close sidewalk gaps and construct 7-foot-wide sidewalks, curb, and gutter along both sides of the corridor. The project includes pedestrian bulbouts and accessible ramps at 6 intersections (38th, George, 37th, 36th, Gregory, and Division). Existing signal at the Division Ave intersection school crossing will be upgraded to enhance pedestrian safety with a raised pedestrian crossing and APS pushbuttons. Planting areas and street trees, along with narrower driving lanes will help enforce speed limit restrictions and create an environment that encourages active transportation options accessibly to all users.
