Existing ConditionsThe section of 1st Ave, from Division St to Palouse St, is a major collector and primary street providing access for east-to-west trucks, residents, and businesses. Residents use this street to access homes, workplaces, and businesses located along 1st Ave. Truck traffic uses 1st Ave to access 1-90, SR-395, and to travel east into Lincoln County. While this section of 1st Ave was reconstructed in 2000, it is rapidly deteriorating due to a lack of pavement thickness, as well as an increase in truck traffic. Additionally, in order to provide safe pedestrian travel along this section of roadway, the existing ADA ramps require replacing, and additional new ADA ramps need to be created. There is a need to connect the roadway and walkway with three (3) other previously TIB-funded projects, including 1st Ave from Division St to Cascade St (2001), 1st Ave from Division St to Jackson St (2014), and Division St from 1st Ave to 6th Ave (2014). |

Summary of Improvements
Description of Improvements
With the goal of providing a safe roadway and pedestrian walkway, the project will grind the existing pavement from centerline out 13 feet in each direction for a total of 26 feet wide. Next, the project replaces that portion with 3 inches of asphalt. The project then places a 1-inch overlay over the entire 40-foot width of the roadway. Finally on the walkway, 6 existing ADA ramps that were built more than 20 years ago and no longer ADA compliant will be replaced. Two additional ADA ramps that are needed to complete the walkway will be constructed, providing complete vehicle and pedestrian access to the residences and businesses along this section of 1st Ave. With TIB funding assistance, the City of Ritzville completed a similar project in 2016 on 1st Ave from Palouse St to Cascade St, and hopes to achieve the same success on 1st Ave from Division St to Palouse St.
