Existing ConditionsThe First Street and Stafford Avenue intersection is one of the Cle Elums most essential and heavily traveled intersections. Second Street, also known as State Route 903 (SR 903), is the main access point for many of the surrounding communities. The Stafford Avenue corridor is also one of the main access points for residents living along Fifth Street, Sixth Street, and for the residents located to the north of Summitview Road. Second Street is the free flowing major movement with stop controlled minor movements on Stafford Avenue. High traffic volumes on Second Street cause excessive wait times for drivers and pedestrians alike. A recent traffic study at this intersection concluded a Level of Service (LOS) rating of F for the minor movements. This not only affects driver wait time and safety, but also impacts the ability for pedestrians to safely cross Second Street. An RRFB was installed last year, but still only serves as a warning of pedestrian presence. |

Description of Improvements
Construct a compact roundabout at the intersection of Second Street and Stafford Avenue as well as upgrade the sidewalks to meet ADA compliance.
