Existing ConditionsLincoln Avenue is one of two arterials that run east to west the entire length of Chewelah. It serves as a truck route and bypass, school bus route, thru traffic and local connector. The route connects to US 395 in both directions providing convenient access. This is an extension and completion of the city's 2018 reconstruction project on Ehorn Lane. The project is above the recommended funding level for the SCPP program. |

Summary of Improvements
- Lincoln Avenue provides an unencumbered alternate arterial, seperated from the business district, that is well suited for truck traffic and school bus routes. It provides a direct routr for the entire width of Chewelah for locall traffic and connector streets.
Description of Improvements
Rebuilt in 1980 such that the traveled way shows the expected amount of wear and tear with various patching locations and buried lines crossings. The base appears to be adequate with occassional area of aligator cracking and soft spots. Reconstruction is not warrented. An overlay with pre-level and spot dig-out repairs will render a complete repair. Existing handicap ramps and driveway approaches have been properly upgraded to meet current ADA standards. The designapproach is to apply a 1/2 inch pre-level on the entire section from Ehorn Lane west to Stevens Street. The apply a 1-1/2 inch overlay from curb to curb between 4th Street and 2nd Street and overlay travel lanes from Ehorn Lane to 4th Street and 2nd Street and 2nd Street to Stevens Street. This will provide surfacing and aesthetics on the shoulders in outlying areas of the road.
