Existing ConditionsHighway 23 separates the high school and most of the residents on the west side of the highway from the convenience store that acts as a community hub and commercial area on the east side of the highway. The only access across the highway is over a marked crosswalk at 4th street, but there are no pedestrian ramps or sidewalks leading to this crosswalk. The sidewalk on the rest of 4th Street is intermittent, and what is there is narrow, in extremely poor condition, and is flush with the roadway. The lack of continuous sidewalk and ramps causes pedestrians to use the driving surface to make their way down 4th Street and across the highway. |

Description of Improvements
Replace, widen to 5-feet, and infill sidewalk on 4th from Highway 23 to E Street. Construct traffic curb and upgrading ADA ramps along segment. RRFB and crossing with an advanced warning beacon on Highway 23.
