James St. is the only north-south transportation corridor that could provide a low stress multimodal connection from the city core to the developing areas. Currently, James St. is a rural roadway with two asphalt paved lanes averaging 12-foot lane widths and no pedestrian or bicycle facilities.

Project Description
Construct multiuse pathway on west side identified in the 2019 James St. Multimodal Feasibility Study. Project will include a roadway overlay and reconstruction of unpassable fish barriers.
Existing Condition
Project Benefits
- Currently, James Street is a rural roadway with two asphalt lanes, lacking sidewalks, bike lanes, and proper stormwater management. The roads current design is inconsistent with future uses and needs as the northern portions of the City of Bellingham develop, creating safety and accessibility issues. The project will construct a 12-foot-wide bi-directional shared use path on the west side of James St., separated from vehicle traffic by a vegetated strip.
