Project Description

Converting the substandard, stop-controlled intersection to a signalized intersection will correct the currently deficient LOS at Rock Island Road and 3rd Street SE. Existing vehicular volume meets MUTCD's warrant criteria for supporting a traffic signal (see attached). A traffic signal will reduce the frequency and severity of vehicular collisions, reduce traffic delays, increase traffic capacity, slow excessive traffic speeds while improve the traffic flow along this vital corridor. Highly-visible, marked crosswalks with properly placed signal controls will improve pedestrian accessibility. Additionally, intersections improvements will provide ADA accomodations. In addition, the projected 2039 LOS for the entire intersection will be a 'B' classification with the proposed signalized intersection (LOS results attached).
