20th Street SE is the only non-state roadway connecting the “east side” of Snohomish County to the Everett and Seattle area via the US 2 trestle. During peak hours, the roadway experiences high congestion due to the trip volume and limited roadway capacity. Within the project limits along 20th Street SE between 83rd Ave. SE and 91st Ave. SE, is currently a two lane section with a two-way left turn lane, and varying width paved shoulders. East of the project limits and west below the US 2 trestle are designated bicycle facilities, while this section has no existing bike facilities or sidewalks. A middle school (future high school) at 83rd Ave SE contributes to the congestion. Due to the lack of sidewalks, local students are often bussed or driven to the campus.

Project Description
'To help relieve traffic congestion and provide multimodal connections through the corridor, the project includes construction of sidewalks along both sides of the roadway, combined road/bicycle lanes, and 4 travel lanes with a two-way left turn lane. To accommodate these corridor improvements, the project also includes storm drainage and surface water detention, water quality facilities, street lighting, retaining wall construction, grinding and overlaying, curb ramp installations, new permanent signing and planting installations, utility adjustments, traffic signal modifications, ITS installation, and APS installations.This project is the second segment of a corridor improvement project that began under Snohomish County, extending along 20th Street SE from South Lake Stevens Road to US 2. The project needs were previously identified by the County in the early 2000's to reduce congestion, improve travel time, improve pedestrian and bicycle safety, and to support businesses and commercial centers in this fast growing section of the County. In 2010, the first segment of the project was completed and opened to traffic. In 2010, the City of Lake Stevens annexed this roadway and took over as the project lead.'
