The Main Street Reconstruction Project addresses several existing significant problems. These streets and sidewalks were built over 50 years ago in a City that is now the second most densely populated in the Puget Sound Region. Bicyclists currently have a facilities at the west and east ends of this project with a gap between the two facilities. Traffic signal equipment do not meet current standards and limit operations. Despite completion of the nearby Transit Center, poor connectivity remains a problem and area development has been stalled . The establishment of mixed-use and commercial development using Smart Growth principles and densely populated zoning is envisioned and planned, and supported by this reconstruction. The above also represent regional challenges as the lack of an efficient network to the Transit Center limits users ability to efficiently access the facility.

Project Description
The entire project scope includes improvements to 56th Ave W (236th to 230th) and 236th St SW (Transit Center to 56th). It will reconstruct existing roadways to allow two travel lanes, two-way left turn lane and bike lanes. Other work includes replace curb and gutter, construct sidewalks with tree wells or planters, LED pedestrian and street lighting, upgrade storm drainage, upgrade curb ramps to current ADA guidelines, improve crosswalk safety with shorter walk distances and RRFB's, and modify/upgrade traffic signals including installation of optical fiber and connection to the City of Lynnwood's Traffic Control Center. This is a phased project for construction only. PE and ROW phases have been fully funded. This application is for construction of Phase I. Phase I of the project will reconstruct 236th St SW from the Transit Center through the intersection at 56th Ave W, allowing two travel lanes, a center turn lane, and bike lanes. Sidewalks constructed through this phase will have variations of planter strip or tree wells with pedestrian facilities such as bike rack, benches and trash recepticals. Withouth TIB funds, the project is at risk of losing a $4.06 million grant from the Surface Transportation Program if the project cannot be obligated by December of 2017. TIB funds would complete the funding gap, allowing the project to sucessfully move forward fully funded.
