20th St E is the primary east-west multimodal corridor south of I-5 in Fife and located in the Fife Center of Local Importance. The current design of 20th St E east of 54th Ave E primarily serves cars and local freight delivery. There are numerous missing sidewalk segments and incomplete bicycle facilities. 20th St E is a busy corridor that carries 13,000 vehicles/day. The high vehicle traffic has contributed to the declining pavement condition, which is currently rated as marginal. The 2022 Fife Local Road Safety Plan identified 20th St E as having the second highest safety risk factors in the city, especially with vehicle, pedestrian and cyclist crashes. The corridor has deficiencies in basic infrastructure such as storm water conveyance, roadway surface, subgrade, and lighting.

Project Description
This project will improve 20th Street between 5410 20th St E and 62nd Ave E. The project will improve mobility, safety, access, road capacity and structural condtion. The project will construct a 10 to 12 shared use path along the south side of the street in front of Fife High School and the Aquatic Center, providing a user-friendly facility for pedestrians and cyclists. The shared use path will have curb and planter strip separating users from traffic. The shared use path will connect to a shared use path in front of Fife Elementary. On the north side, the project will construct a sidewalk separated with a curb and planter strip. This will complete a 390-foot sidewalk gap at the Fife High western entrance, and two additional sidewalk gaps totaling 790 feet across 20th St from Fife Elementary. At driveways and intersections, the project will improve safety and mobility by shortening pedestrian crossing distances, tightening curb radii, and upgrading ADA facilities. The project will complete a missing segment of center turn lane between 58th Ave and 62nd Ave. The project will address physical deficiencies by resurfacing the roadway, stabilizing subgrade, upgrading storm water systems, replacing the water main, and adding lighting. Speed reduction to 30 MPH.
