N F Street and Oakhurst Drive provide access to several multifamily housing facilities, the hospital and a church. Due to the existing railroad to the north, and limited connectivity to these roads to the north, the roads listed above provide the main access to these facilities. The hospital and the church have limited access from E. Main Street, forcing drivers to access the facilities from N F Street via Young Street. The existing road network is narrow (varying from 16 to 20 feet wide) with no curb, gutter, or sidewalk facilities for pedestrians. There is also no storm drain collection and conveyance, resulting in puddles for the majority of the rainy season.

Project Description
The project would construct a 30 foot wide road (face of curb to face of curb) with two 11 travel lanes, one 8 parking lane, curb, gutter and sidewalk (one side) to provide a safer roadway and pedestrian access route for the residents of the multifamily housing to reach the hospital, church, and shopping facilities to the south.
