Many of our streets have the potential to be seal coated with chip seal for preservation, but there are portions of these streets that need significant pre-level work. The HMA prelevel work should be done the year prior to the seal coat because fresh HMA tends to adsorb the oil to quickly, which results in poor adherance of the rock.

Project Description
Prelevel streets at least one year in advance of a seal coat (chip seal) project. This upcoming year, the City would prelevel Arland Avenue so that we could submit a chip seal project for funding in 2023. The cost per ton shown below is based on previous experience and includes a provision for rising costs and contingencies to make sure that we can prelevel what we need to prelevel.
