Existing Conditions

1. Crashes: The highest vehicle crash rate corridors for 2015-2019 in Lynnwood include Interstate 5, 196th St W, and 44th Ave W. The high rate of crashes continue to be strongly correlated to the level of congestion. The Citys Connect Lynnwood: Active and Accessible Transportation Plan also identified 196th St SW, 44th Ave W and 33rd Ave W within the Citys top ten high crash corridors for bicyclists/pedestrians in 2010-2018. 2. Transit Disruptions: The Lynnwood Transit Center/Park and Ride is served by Community Transit and Sound Transit bus lines. Congestion results in substantial delays along bus routes using I-5 and the existing interchanges; cars and buses experience approximately 22 vehicle-hours of delay during the PM peak hour of travel each day. 3. Heavy Traffic Volumes and Congestion: Existing traffic on Poplar Way crosses I-5 via 196th Street SW, adding to heavy volumes through the City Center that already approach 60,000 vehicles per day. 4. Failing Levels of Service: City Center is projected to add 15,000 new jobs and 3,000 new dwelling units by 2025. The existing level of service (LOS) in the project area is anticipated to fall from LOS E to LOS F without the project. 5. Ineffective Freight Distribution: Trucks deliver 100 percent of the goods to the regions retailers and wholesalers. Traffic delays at a single intersection in the City can cost the freight industry as much as $50,000 per year.

Description of Improvements

This project 1. Multimodal Grid System: All modes will be redistributed onto underutilized streets, thereby helping to maintain the efficiency of the City Center roadway grid system. 2. Improved Transit Connections: The bridge over I-5 will increase capacity for the existing bus network system, reduce congestion, and facilitate service to the City Center, new Sound Transit Light Rail stations, and West Alderwood Mall. 3. Reduced I-5 Congestion: Traffic volumes on 196th Street SW (SR 524) will be reduced, minimizing the potential for the off-ramps to back up onto I-5. Reducing congestion on I 5 is anticipated to reduce crash rates as well as greenhouse gas emissions. 4. Improved City Center Access: The anticipated LOS in the project area at the year of opening is LOS C. An additional point of access will improve ingress and egress for the City Center and Alderwood. In addition, traffic along the overly congested Alderwood Mall Parkway will be reduced by 37 percent and redistributed to the new bridge. 5. Added Freight Capacity and Improved Freight Mobility: The new connection over I-5 will add freight capacity via the direct connection between I-5, I-405, and 196th Street SW, improving freight access routes into the Lynnwood City Center, Alderwood Mall, several Regional Growth Centers (RGCs) and Manufacturing Industrial Centers (MICs), and multiple ferry terminals.
