Existing Conditions

Mountlake Terrace (MLT) adopted the latest revision to the Town Center Plan (TCA) in September 2019 to encourage revitalization of the TOD Town Center (TC). Presently, within the TC and area surrounding it, the streets sidewalks are over 50 years old. The roadways pavement condition rating has deteriorated and many design elements of the roadway dont support the mix of vehicular traffic using the roadway, subsequently, limiting the operation and safety attributes of the corridor. Traffic signal equipment dont meet current standards and limit vehicular mobility along the corridor. Similarly, the sidewalk networks condition, connectivity and lack of safety-enhanced crosswalks are in a dilapidated state which limits pedestrian safety and precludes the intended pedestrian flow necessary for the commercial success of the TC. Bicyclists currently have facilities along the south border of the TC and provide east/west destinations, including MLTs Link Rail Station (MLT LLR) which is a third of a mile away. Transit providers currently serve the corridor, but the substandard roadway geometrics for turning movements and bus stop pull-outs constrains their optimal mobility and, subsequently, their service performance. Overall, inadequate or non-existent multi-modal facilities stifle connectivity, mobility and safety between the TC and the MLT LLR. Consequently, the vision of the TCA and related development regulations that encourage the revitalization of the Citys TC is compromised.

Description of Improvements

The project will reconstruct 56th Ave. W to provide two travel lanes, left-turn lane storage and bike lanes, underground all utilities, replace curb and gutter, construct sidewalks with tree wells or planters, LED pedestrian and street lighting, upgrade storm drainage, ADA-compliant curb ramps, improve crosswalk safety with shorter walk distances and RRFBs, and upgrade traffic signals including installation of optical fiber to allow ITS upgrades. Ultimately, these improvements create continuous multi-modal transportation connections between the TC and the MLT LRR. The will complete tmprovements intended to improve safety, mobility and physical conditions along the corridor, support commercial growth and development within the planned actions identified in the TCA. This project also includes sustainable and constructability elements to minimize environmental impacts and provide a comprehensive and attainable path to ensure its completion. The infrastructure that is created as part of this project will support and encourage the creation of mixed-use and commercial Town Center development and utilizes many of the policies and design approach of complete streets by enabling access to all modes of travel with integrated multimodal trans. systems that provides all travelers with safe, sustainable and equitable access. TIB grant will complete the projects funding gap.
