Existing ConditionsSheridan Avenue is a 2-lane arterial that provides primary access to schools, parks, businesses, emergency services, and residential neighborhoods. Sheridan Avenue is also an important circulation connector with major east/west arterials including S 56th Street, S 64th Street, and S 72nd Street. The Citys Pavement Management System rated the existing asphalt pavement as very poor with an average score of just 24. There is substantial alligator cracking in the wheel paths and shoulder edge. Pierce Transit has several bus stops within the project limits. These stops are limited (Route 48, two buses/hour), as there is not a sidewalk system that provides adequate access for transit users. A majority of the project area does not have sidewalks, and the sidewalks that do exist are of substandard condition. Between 2018-2020 there were 29 reported collisions occurring within the project corridor. Three of the crashes involved pedestrians and 19 people were injured in the crashes overall. Three elementary schools (Fawcett, Mann, and Birney) are within the vicinity of walking routes but are not included in the Safe Routes to School network because of the lack of sidewalks. Bicycle access is not defined nor safe due to the deteriorating surface conditions. ADA standards are lacking and the current traffic detection system at 72nd St does not work consistently due to the sun angle. The stormwater system has no curb and gutter to channel stormwater and standing water occurs frequently. |

Description of Improvements
The project will reconstruct Sheridan Avenue between S 64th Street and S 72nd Street. The failed sub-base will be removed and replaced. A 10-foot-wide separated shared-use path will be added on the west of the arterial with 5 feet of separation from the roadway and serve both bicyclists and pedestrians. Wider sidewalks (7 feet) will also be added on the east side of the avenue. The stormwater system will be upgraded with additional curb and gutters, new surface water mains, and water treatment meeting the requirements of the Citys Storm Water Management Manual. Parallel parking bulb-outs will be added. Native trees and drought-tolerant plants will be installed in the buffer areas between the curb and sidewalk. Increased accessibility to private homes will be provided by elevating the existing alignment of the right-of-way where stairs to homes between the roadway and private property currently exist. New ADA-compliant curb ramps will be installed. Traffic controls and crossing signals at the intersection with S 72nd Street will be improved to meet current standards and include a Grid Smart camera detection system upgrade. Additional street lighting will be installed.
