Existing Conditions

The existing intersections of the SR 18 ramps with SE 256th Street are stop-controlled intersections. Active transportation facilities across SR 18 are currently limited and substandard. The redevelopment of an existing gravel quarry site into a new retail and residential center, the Lakepointe Urban Village, will require greater intersection control at the two ramps to meet the City’s level of service standards. The new development’s central roadway, Lakepointe Blvd, will directly access to SR 18 at SE 256th Street. Lakepointe Blvd and 204th Ave SE will serve as a new arterial alternative connecting SR 18 to SR 516 avoiding downtown Covington. The efficient and safe flow of traffic to and from SR 18 at this interchange is key to improving the overall connectivity and safety within Covington, while providing access to the Urban Village development and the new alternative route to SR 516. Without implementation of improved intersection control, low level of service from limited capacity at SR 18 will restrict the creation of jobs and residential growth in the new Urban Village.

Description of Improvements

The City proposes to replace both existing intersections of SE 256th Street and the ramps to and from SR 18 with single lane roundabouts. Roundabouts will address operational impacts of increased traffic, improve access to and from SR 18 by increasing capacity and efficiency at both intersections, while providing a safer and lower maintenance intersection when compared to a pair of signalized intersections. The roundabouts are necessary to the efficient operation of Lakepointe Boulevard and 204th Ave SE as an alternative connection between SR 18 and SR 516, and as the main access point for the Urban Village development. With the roundabouts present, local and regional passenger and freight traffic can use Lakepointe Blvd as an alternative to the existing busy state highway corridors. Improved pedestrian and bicycle facilities at the roundabouts, connected to those along Lakepointe Boulevard will create a new cross-town, multi-modal connection, adding to the modal choices available to Urban Village and Covington residents.
