Existing Conditions

Pierce County is home to multiple regionally-significant centers for industry and trade, including the Port of Tacoma Manufacturing Industrial Center (MIC), the Frederickson and Sumner-Pacific MICs, Fife industrial zones, and the I-5 corridor. The economic health of these centers and corridors relies on free and efficient movement of freight between them. The Canyon Rd. E. Freight Corridor is uniquely suited to provide such a benefit. Once completed, the corridor will provide a direct link between Frederickson MIC and 70th Ave. E. in Fife, tying in to existing regional connections such as WSDOT's "Puget Sound Gateway" projects on SR 167 and I-5 (see Att. L). Without capacity and safety improvements, however, Canyon Rd. E. will not fully complement this growth. North of 96th St. E. (near SR 512) the existing five-lane roadway narrows to just two lanes, and is likely to exceed GMA concurrency thresholds within two years (see Att. H2, p.4), creating a bottleneck even before the connection to Fife is completed. The road also has ADA and safety concerns that should be corrected.

Description of Improvements

"For more than two decades, Pierce County has diligently improved and expanded the Canyon Rd. E. Freight Corridor to meet regional capacity demands. During this period, TIB has graciously partnered with the County to invest nearly $25 million in the corridor (see Att. M), and Pierce County's UAP grant proposal brings that effort closer to completion. Pierce County will widen the existing roadway between 84th St. E. and 72nd St. E. to a five-lane facility consisting of four through-lanes and a two-way-left-turn lane. Both sides of the road will include paved shoulders and concrete curb, gutter, and sidewalk. The project will also provide roadway illumination and new traffic signals with fiber optic interconnect for the intersections at 72nd St. E. and 80th St. E."
