Existing Conditions

35th Avenue SE, between 152nd Street SE and SR 524 is a minor county arterial carrying urban level traffic; ADT’s average over 16,000. It intersects with Seattle Hill Road at 152nd Street. providing an urban level corridor between SR 96 and SR 524 and is identified as the primary north-south connection between these state routes which, in turn, provide access to I-5 on the west and SR 9 on the east. Two prior projects, SR 96 to 152nd Street SE and 152nd Street SE to 180th Street SE. have improved 35th SE to urban level standards with improved signalization, center left-turn lanes, bicycle lanes and continuous sidewalks. This application, 180th Street SE to SR 524, presently consists of two lanes with intermittent sidewalks and shoulders; it is posted for 35 mph; current Level of Service (LOS) is E, the minimum to permit future urban level growth under the County GMA Comp Plan (GMACP). It has experienced 71 collisions in the past three years. Improvements in this application will provide continuous urban level standards to improve safety and maintain the LOS.

Description of Improvements

35th Avenue SE is completely within the urban zoned portion of the SW Urban Growth Area, the fastest growing UGA in Snohomish County - 46% by 2035. This project extends and completes urban level improvements between two State Routes by constructing a three lane roadway with a continuous middle turn lane, intersection improvements, and traffic signals where warranted. Significant residential and high density housing has occurred and/or is planned along the corridor; where developed, frontage improvements have been intermittent and uncoordinated, leaving bicyclists and pedestrians, including the disabled, without continuous opportunities. The project will include Complete Streets containing dedicated bike lanes and continuous and fully ADA compliant sidewalks will enable pedestrians and cyclists to commute without competing with vehicle traffic. The project will ease congestion during commute hours when the volume/capacity is typically exceeded. Construction includes a new drainage system with storm water detention and treatment facilities in compliance with current state and local standards. Improvements also include clear zone obstacle removal/relocation where feasible and full width overlay upon completion.
