Existing Conditions

Presently North River Drive is a two-lane roadway with narrow shoulders and no curbline for the subject segment. The travel lanes are 12 to 14 feet wide, and the speed limit is 30 miles per hour. The asphalt shoulder width varies from 3 to 5 feet, which can be flooded during inclimate weather. North River Drive parallels the north bank of the Spokane River adjacent to Downtown Spokane and Riverfront Park. Access to Riverfront Park, hotels and a medical clinic east of Washington Street on North River Drive promote the need for sidewalk on each side of the street. Continued development of park facilities on the North Bank of the river over the next several years will increase the need for sidewalk on this street.

Description of Improvements

This project would include sidewalk installation on each side of the street. The sidewalk width appropriate for this area would be 8 feet wide, and ideally separated from the roadway. However, topography of the roadway will not facilitate separation the full distance. Also, acquisition of right of way on the south side near Washington Street will be requisite for sidewalk installation. For these reasons, it is proposed to install 8-foot-wide sidewalk on each side, separating as possible on the north side, but mostly adjacent to the roadway. In order to do this, curbing and stormwater drain facilities will need to be included in the construction.
