Existing Conditions

The project fills a gap in the sidewalk on a busy street with 10% freight traffic that is designated as both a T-3 freight corridor and a safe route to school. The project has an elementary school at its north limit and a middle school and public swimming pool just beyond its south limit. The project fills the gap of a key pedestrian route over I-90. Crossings over I-90 do not promote non-motorized users. Park Road and Flora Road are the only non-principal arterials that cross I-90, and each are on opposite sides of the City. The majority of residents in the project area are low-to-moderate income and it is vital for the City to provide safe transportation facilities for all its users. Spokane Transit Authority (STA) buses cross Park Road at Broadway Avenue and at Trent Avenue, both of which require a quarter mile walk from the project site. Over the last seven years, the project area has experienced one fatal vehicle/bicycle crash (2014) and one serious injury vehicle/pedestrian crash (2012).

Description of Improvements

Construct new ADA-compliant sidewalk between Mission Ave. and Sharp Ave. and, if warranted, provide a designated marked crosswalk across Park Road. The crosswalk evaluation will include pedestrian counts to support its need. Studies have indicated that marked crossings may actually result in higher pedestrian/vehicle incidences than unmarked crossings. This is particularly important because the project is located between two schools, a public pool, and is a designated safe route to school. The crossing, if warranted, may include a pedestrian refuge island and may be located immediately north or south of the I-90 overpass at either Sharp Avenue or Cataldo Avenue. Also, the City has a related intersection project at Park Road and Mission Avenue scheduled for 2020-2021. This project will reconfigure the 2-lane road to a 3-lane section at the intersection. The proposed 6-8 foot paved shoulder resulting from this project is likely to be eliminated once the intersection project is re-striped to three lanes.
