Existing ConditionsThe area and need for access improvements was first identified in the Yakima County Development Associations SR 24 Industrial Sub-Area Plan, published in 2004. SR 24 is both the main entrance and exit route to the City of Moxee from the west. Existing North-South Arterials, Beaudry Road and Birchfield Road, intersect SR 24, are spaced approximately 1.7 miles apart, and include heavy vehicle traffic due to industrial land use. Large parcels of undeveloped, industrial and commercial zoned land are bounded by Birchfield Road, Beaudry Road, Mieras Road, and State Route 24, but direct access is a missing component to this relatively flat land with railroad access and close proximity to Interstate 82. YVCOG awarded Moxee $1,491,430 in STP funding and requires a 13.5% match. The City is requesting TIB funding to cover 95% of the required match or $271,045 in funding to complete the project. |

Description of Improvements
The project will extend approximately 2,600 LF of 45-foot wide arterial known as Morrier Lane from Duffield Road to Mieras Road. Proposed construction will connect Mieras Road to the previous, STP funded, Morrier Lane/ SR 24 Intersection Improvement project. The project included a three-lane urban section with bike lanes, curb and gutter, 6 sidewalk on both sides, handicap ramps at intersections, storm drainage facilities, and illumination system. Extending Morrier Lane north to Mieras will provide additional connectivity to the existing roadway network within Moxee. The extension will provide direct vehicular access from Mieras Road to SR 24, reducing the demand on Birchfield Road and Beaudry Road.
