Existing ConditionsThe section of 7th St being considered for funding received an average TIB PCR score of 54.2. The City of Colville has attempted to maintain this section by patching deficient spots and repairing waterline failures. However, due to failing subgrade conditions, these efforts have proved to be unsuccessful and resulted in poor patching settlement, further adversely affecting the road condition. This portion of 7th street services many of Colvilles citizens by being the primary access road for Hofstetter Elementary School. Large volumes of heavy buses, cars, pedestrians, and bicycles are observed using this road primarily during drop-off and pick-up times during the school year. This section of 7th St currently has only 1 designated bike lane on the south side, hugging the perimeter of the school. Uneven patched areas, severe cracking, and no ADA compliant pedestrian or bicycle facilities results in hazardous conditions for all modes of travel being serviced by this section. |

Description of Improvements
The proposed solution is a road-narrowing and full depth reclamation/reconstruction of the existing roadway. The proposed roadway will use a Cement Treated Base (CTB) made from re-purposing the existing road materials. This has been used successfully in Colville numerous times and will create a stable base layer for the road. This project will include narrowing the existing traffic lanes from 13-feet to 12-feet, and will significantly decrease the overall asphalt width by 20 feet, which will reduce maintenance and increase sustainability for the road. All existing non-ADA compliant sidewalk and pedestrian ramps within the project will be updated to conform to current standards. The design will include curbs and underground stormwater drainage on each side of the road to minimize the risk of runoff eroding the newly reconstructed subgrade. The existing waterline will be replaced as well, but paid for separately. The project will require no acquisition of new property or easements.
