S Yakima Ave is a two lane principal arterial running north-south connecting downtown to city limits. The project is located in Tacomas Communities of Low-Moderate Opportunity, which is based on income, health, race, and social disparities. The neighborhood is primarily African American, Native American, and Native Hawaiian. Sidewalk exists on the west side of S Yakima Ave however, there is an approximate 108 ft gap in the existing sidewalk on the east side, which is immediately next to a Pierce Transit Stop (3,324 boardings/year) that serves IDEA High School. IDEA HS (42% low-income students) is located one block east of Yakima Ave-S 68th St. Bus service is only provided to McKinney Vento and Special Needs Students. Other students receive an ORCA pass. North of the missing sidewalks, a driveway approach has a severe cross-slope and the S Yakima Ave-S 68th St intersection does not have ramps on all corners making it difficult to access the bus stops on either side of S Yakima Ave.
