Lincoln Business District - 38th St. and Yakima Festival St. Pedestrian; Bicycle; Aesthetics Dec 2016 $250,000 $250,000
This project would improve street aesthetics and pedestrian facilities on S. 38th St. from South J St. to Fawcett Ave., a principal arterial connecting Pacific Avenue (SR 7) with the Tacoma Mall and Interstate 5, and on Yakima from S. 38th to S. 39th to create a "Festival Street". The festival street would provide an area for pedestrian-focused specials events (see attachments). TIB recently awarded funding for the S. 38th Street project that includes signal upgrades, new road surface, ADA compliant sidewalks and facilities and utility upgrades. The City's current match for the larger project is $4.7M. This additional funding for complete streets components of the project would fund landscaping, decorative concrete and pavers in the sidewalk and pedestrian crossings, and additional pedestrian amenities including bike racks, benches, planter curbs, seat walls, information plaques, and gateway signage foundations. Design is complete for the 38th Street portion of the project and underway for the Yakima Festival Street. The current funding gap for the proposed improvements to street aesthetics and pedestrian facilities is $311,900. The Lincoln Business District Streetscape Project is one component of an effort being undertaken by the City of Tacoma to revitalize the Lincoln Business District and surrounding residential area to improve the area’s economic vibrancy and livability.
