Terre View Drive grade separated asphalt shared use
path and crossing improvements.

Project will construct a 12-foot wide path along the south side of Terre View Dr. from Merman Dr. to N. Fairway Dr. This will complete a gap section in the City's bike and pedestrian path system in a heavily traveled pedestrian/bicyclist part of Pullman where a large volume of WSU students reside. The project requires retaining wall and pedestrian railing construction along portions of the path as dictated by topography. In addition, Terre View Dr. will be narrowed to allow for the 12-foot wide path and to help mitigate the retaining wall costs. Crossing improvements are planned for a mid-block crosswalk / trail crossing at a location approximately 800-feet west of Merman Drive where the path is located on the north side of Terre View instead of the south side. A second mid-block crossing within the project limits will also be evaluated and possibly included. Any crossing improvements will also include street lighting to illuminate the crosswalks during low-light periods. This project is included in the City's draft bicycle and pedestrian master plan, which is scheduled for adoption next month. Total project cost is estimated at $580,000. This is based on a 50% design. The remaining $80,000 will be provided using local funds.
Crestview Street grade separated shared use path and
crossing improvements.

Project will construct a 12-foot wide path along the south side of Crestview St. from S. Grand Ave. to Thompson St. The new path will encourage a safe route for bicyclists along this stretch of Crestview St. vs. riding in the street on a steep uphill climb. The east project terminus connects to a new asphalt path constructed by the Pullman School District in 2021 that connects to Lincoln Middle School providing connectivity on a school route. This project is included in the City's draft bicycle and pedestrian master plan, which is scheduled for adoption next month. Also, as part of the project Crestview St. will be narrowed to make room for the path, which will provide traffic calming along a school route and also eliminate the need for costly retaining wall construction along the steep fill slope at the southern r/w line. A pedestrian railing will be added along the south edge of the path adjacent to the steep slope. Narrowing Crestview St. will also allow a landscape buffer strip to be added where possible. Lastly crossing improvements are planned to add a safe crosswalk & street lighting at the east project terminus where students have been naturally crossing since the school district constructed the asphalt path in 2021 which terminates at this location. Total project cost is estimated at $300,000. This is based on a 75% design. The remaining $50,000 will be provided using local funds.
