Richland City Councils vision of central Richland is as a vibrant, mixed use downtown that leverages its proximity to the Columbia River shore to create a unique, diverse economic engine. The Council has taken numerous steps to activate this vision by updating its zoning code, selling several City-owned parcels to developers, acquired and improved collectively owned parking lots that support small businesses, and invested in a downtown park, John Dam Plaza, making it an active event center. The character of George Washington Way and Jadwin Avenue, large arterial streets bisecting central Richland, present challenges to realizing the communitys goals as neither one includes bicycle lanes or is comfortable to cross as a pedestrian. In 2020, the Council completed the Downtown Connectivity Study to address these challenges. Council, by Resolution No. 98-20, committed to modifications to George Washington Way and Jadwin Avenue that will set the stage for the next generation of public and private investments needed to create a vibrant central City.

Project Description
The project will reconfigure George Washington Way and Jadwin Avenue to a one-way couplet. George Washington Way will have three through lanes northbound and Jadwin Avenue will have three through lanes southbound. A section of Symons Ave to connect George Washington Way to Jadwin Ave will also be converted to one-way.
