This section of Springwater is in poor condition. It lacks pedestrian and bicycle facilities. It also lacks consistent illumination and stormwater facilities. Commercial development in the City of Wenatchee continues to expand, however, due to local topography, new single-family residential development within the city is confined to the area west of Western Avenue in the Wenatchee foothills. Two residential developments are under design with a third in the feasibility stage. This stretch of Springwater Avenue connects the Wenatchee foothills to the primary shopping center in Wenatchee, less than a mile east of Western Avenue. East of Western Avenue, Springwater is fully developed with curb, gutter, sidewalk, and illumination.

Project Description
The project utilizes full depth reclamation to stabilize the roadway structure, creates a uniform, delineated section and to accommodate recent and future development in the Wenatchee foothills. Sidewalks and bicycle lanes along Springwater Avenue connect with the existing sidewalks on the east side of Western Avenue. This creates continuous pedestrian access between the Wenatchee foothills and the Valley North shopping center. Installation of an illumination system provides continuous lighting throughout the corridor. Upgraded storm sewer facilities improve stormwater collection and conveyance.
