Residents of the neighborhood and several businesses utilize Lincoln Road daily as this road divides a Light Industrial and Residential zone. There are no pedestrian or bicycle facilities and is not an ADA accessible route to meet the needs of the community. The existing roadway has been in service for 21 years and has alligator cracking in the wheel paths, longitudinal cracking, many potholes and needs rehabilitation the current PSC has a weighted average of 39 and is considered failing. Reconstruction of the road would provide the traveling public with a smooth, safe, and wider road. Road reconstruction alleviates the driver from driving on crumbling roads, trying to avoid potholes and major ruts on narrow 10’ lanes. Currently stormwater is not treated on Lincoln Road and runs off in any path with the least resistance, with the proposed project stormwater would be treated with 6’ bioretention swales. Additionally, there are currently no place for pedestrians to travel safely on Lincoln Road and their only option is to walk in the road. To remediate this and provide a safer pedestrian environment a 10’ multiuse path will be constructed separated by a 6’ swale and a 2’ curb on the south side and on the north side a 5’ paved shoulder will be added. Additionally, this road has no ADA facilities. Flushed curbing would be installed on the south side with detectable warning strips at each intersection.

Project Description
The entire roadway will be replaced. Lanes will be widened from 10' to 11' to better accommodate freight activity by adjacent land use. Lincoln Road is currently posted as a 'No Trucks' road. This project will allow the 'No Trucks' designation to be removed. On the south side of the road a 10' multiuse path will increase pedestrian safety by separating all pedestrian activity from the road and on the north side of the road will be a 5' paved shoulder. The added pedestrian facilities will also increase the sight distance of drivers to facilitate better reactions to pedestrian and vehicular circulation to reduce crashes. Detectable warning surfaces will be installed at Altamont, Smith, and Regal Streets on the south side of the road for safer intersection crossings. Stormwater will be directed to 6’ swales to treat and dispose of stormwater consistent with current standards. Stormwater at this site has never been treated.

- With ADT of nearly 3,000 and a mixed land use of residential and light industrial this project proposes to accomplish the reconstruction of 10' roadway segments, treat stormwater with 6' swales that is currently untreated, provide detectable warning strips at intersection for increased pedestrian safety, add a 5' paved shoulder on the south side of Lincoln Road where there is no existing paved shoulder and provide a protected 10' multiuse path for increased pedestrian mobility and safety. Incorporating a 10' multiuse pathway with the additional 5' paved shoulder will also improve sight distance for drivers and decrease crashes. Lincoln Road is currently designated a "No Trucks" route due to the narrowness of the current road and lack of any pedestrian facilities. The reconstruction of this road will benefit and support the local industrial businesses by establishing this road as a limited truck route and allowing commercial vehicular access and circulation. The 10' separated mulituse trail benefits the residential neighborhood on the south side of Lincoln road by removing pedestrian activity from vehicular activity.
