The project is within urban residential and multi-family dwelling (including low-income apartment complexes and housing) zoning, located just west of the high school, and is within 1,300 of the Central Business District. The existing roadway is substandard, rutted, with subgrade failure, and raveling. An intermittent paved path requires pedestrians to walk across the road to access the path. Asphalt curb or a planter strip is used to protect pedestrians. The curb/planter strip is on the south side for sections of the road and on the north side for other sections of the road. This situation forces pedestrians to cross the road to access the pedestrian route or their homes. The illumination system does not meet lighting standards. These conditions present a safety issue for an area with high pedestrian generators (homes and schools). The substandard configuration and poor road conditions cannot safely handle the current pedestrian traffic nor 1,656 ADT.

Project Description
The roadway will be reconstructed and ADA compliant sidewalks and ramps will be installed on both sides of the street. The curb radii will be reduced to shorten crossing distances, road will be narrowed, and 2 speed tables will be installed to assure traffic speed is reduced.
