The existing 22’ travel way width is substandard, and rutted and raveling on the south side of the road. There is a paved shoulder for approximately 200’, otherwise pedestrians must walk on the uneven, gravel or grassy areas adjacent to the road or on the travel lane, and are not adequately protected from traffic. The installed illumination system does not meet current standards. Stormwater is neither treated nor detained. This area is rapidly growing. The substandard configuration cannot safely handle the current pedestrian traffic, much less the 6,800 ADT that is estimated in 2022 when the project is completed.

Project Description
Thornton Street, from Vista to Shelby, will be widened and reconstructed. A new bridge will be constructed over the BNSF RR. A new roadway will be constructed from the southerly bridge limits to the existing 2nd Avenue Roundabout. The roadway will be reconstructed and widened to meet current standards. ADA compliant sidewalks and ramps will be installed on both sides of the street and at crosswalks. The proposed 5’ shoulders will provide a safe route for bicycle users. A new illumination system will be installed. Stormwater will be treated and detained. WTA bus pullouts will be constructed as needed to provide a safe location for WTA users as well as prevent the buses from impeding vehicles traveling on Thornton Street. Other improvements include providing sanitary sewer, water, and stormwater utilities along the corridor. The project will improve pedestrian, bicycle, and vehicular safety, improve traffic flow, and encourage and enhance multimodal transportation.
