Noll Road is the primary north-south transportation arterial connecting east Poulsbo and SR305 to existing and future residential development, the North Kitsap schools campus (elementary, middle and high schools) and the communities of Kingston, Suquamish, Bainbridge Island and Seattle (via the Bainbridge Island ferry). The south segment of Noll Road is currently a two lane road without non-motorized facilities and the existing intersection at SR305 and Noll Road operates at LOS F with a history of accidents. This project will re-route south Noll Road traffic to the new Johnson Parkway and roundabout at SR305. The new road and intersection will operate at LOS B or better, and will have a shared use path that connects to the existing Poulsbo Loop Trail, the Liberty Bay Trail and future regional Sound to Olympics Trail. The new road, intersection and non-motorized facilities will improve LOS and provide safe, efficient and attractive connections between local and regional transportation networks.

Project Description
The project will eliminate two LOS failing intersections on SR305, connect City and County arterial roads, and connect local (Poulsbo Loop, Liberty Bay Trail) and regional (Sound to Olympic) non-motorized networks. The Noll Road and Johnson Road intersections with SR305 both currently operate at LOS F. The project will improve operations to LOS B or better. The project will improve SR305 corridor operations, which currently are degraded due to congestion. The project will construct approximately 3,600 lineal feet of new roadway and 4,200-ft shared use path between existing Noll Road and the new SR305-Johnson Road roundabout that will connect schools, neighborhoods and regional non-motorized networks. The project will be shovel ready in 2019 and will serve a population of about 100,000 including Poulsbo, Kingston, Suquamish and Bainbridge Island. The project is Phase 1 of a 3 phase project that will improve roadway capacity, LOS, safety and multi-modal facilities in the 2.04 mile Noll Road corridor. The project leverages multiple funding sources including Connect Washington (for SR305 roundabout), FHWA and City. The project has been evaluated and recommended in multiple local and state studies and plans. These studies and plans, project LOS improvements and network connectivity are summarized in the attached letter prepared by Parametrix, Inc.
