The city is in partnership with Skagit County and the Port of Skagit to redevelop the former Northern State Hospital campus as the Sedro-Woolley Innovation for Tomorrow (SWIFT) Center. This repurposing of the site as a high technology hub and light manufacturing facility will result in significant job growth for the city and county, along with resultant traffic growth. The city has developed the Jones/John Liner/Trail Road Corridor to provide an alternate to SR 20 for moving east-west traffic through the city in support of the development and relieving congestion on SR20 and SR9. The SR 9N/Township St & John Liner/McGarigle Intersection Project is the west terminus of the Corridor, and a key improvement to make the Corridor viable. The existing two-way stop controlled intersection on SR9N and McGarigle Rd, while functioning adequately under existing conditions, will drop to LOS F if not improved prior to opening the overall Corridor.

Project Description
Reconstruct the existing two-way stop controlled intersection with a signal including dedicated left turn pockets on all legs. Included in the project are signal protected pedestrian crossing on all lanes, along with connection to the existing sidewalks on SR9 and shared use path facilities on McGarigle to be connected to planned extensions on John Liner Road.

Project Benefits
- The Project will provide an alternative to SR20 for east-west traffic traversing the city. This will relieve congestion on SR20 and SR9 and allow for the planned growth associated with the SWIFT Center, along with planned growth throughout the city over the next twenty years. The Project will also support extension of the city's non-motorized system, connecting to planned improvements on John Liner Rd.
