'The project connects to Joint Base Lewis McChord (JBLM). The base extends from the northern border of Olympia to the southern extents of Tacoma. To the west, it is bordered by Puget Sound. Due to geographical features, the area needed for base operations, and rapid urban sprawl, Interstate 5 (I-5), a three-lane freeway bisecting the base, is the only north-south transportation route between Tacoma and Olympia within 10 miles of Puget Sound. Eight of the twelve gates currently operated by JBLM have direct access to I-5. Rapid growth and base expansion has led to congestion and increases in accidents. As congestion along I-5 has increased, those traveling to and from JBLM have used the other gates to access the base. This has increased congestion on the surrounding streets, which are not designed to handle the capacity at which they now operate on a daily basis. This corridor is the only north-south corridor around I-5 without traveling across Puget Sound or 10 miles east. Additionally, there are no non-motorized improvements along the corridor.'

Project Description
the JBLM-North Access Improvement project, a two-phased project that will improve non-motorized access and address safety and capacity at ten intersections from the North Fort of JBLM to I-5. The first phase of the $20.2 million JBLM-North Access Improvement project is currently under construction and will include improvements to Gravelly Lake Dr from Pacific Highway to Washington Blvd and improvements along Washington Blvd from Interlaaken Dr. to Gravelly Lake Dr. including four new roundabouts. This grant proposal is requesting funds for the second phase of the JBLM-North Access Improvement project. Improvements will include curbs, sidewalks, storm drainage, street lighting, and six new roundabouts within the corridor.

Project Benefits
- Improvements constructed will include safety and congestion relief enhancements to six intersections by constructing roundabouts at each intersection and a center median. In addition, bike lanes and sidewalks will be constructed for non-motorized transportation alternatives. When complete, this project will complete the non-motorized gap between the west and north City Limit.
