The State Avenue corridor between 104th Pl NE and 116th St NE consists of an existing three lane section with varying widths of paved shoulder. State Avenue serves as a parallel route to Interstate 5 and is a primary corridor providing north / south travel the full length of the City connecting Everett to Arlington. The section between 104th Pl NE and 116th St NE is the final remaining segment to be widened to build out the corridor to a full 5-lane road section. Once complete, the entire arterial will span over 8-miles through the City. This section of the corridor currently lacks necessary pedestrian facilities, illumination and adequate capacity and, is a bottleneck along this critical arterial corridor.

Project Description
The Project proposes to widen the corridor to five-lanes for added capacity, provide pedestrian facilities along the east side of the roadway (west side fronts BNSF railroad and lacks right-of-way), relocate transit stops to improve safety, install a pedestrian signal and street lighting, construct storm drainage facilities improvements to address stormwater runoff, and associated utility improvements including replacement and relocation of City-owned and franchise utilties.

Project Benefits
- State Avenue is a critical arterial roadway that serves as the primary north-south transportation spine for the City's transportation system. It runs parallel to Interstate 5 and also serves to relieve congestion along the highway system. Improving this final segment of State Ave will eliminate the existing bottleneck along the corridor, improve access management, and improve both vehicular and pedestrian safety and mobility.
