The intersection at Pacific Hwy S (SR 99) and Porter Way in Milton is undersized, overutilized and in disrepair. Long backups into Milton because of the dysfunction of this intersection are a daily occurance. Large trucks and 'cut through' traffic have overwhelmed the current infrastructure.Current Level of Service for this intersection is F. The backups on Porter Way extend beyond 5th Avenue to the east of this project blocking the traffic on 5th Avenue southbound. Backups on Pacific Highway S (SR-99) southbound during PM rush hour are very long. Lack of sidewalks not only discourage pedestrian movement but also has caused personal injuries. The radii of the east corners of the intersection are tight, causing not only accidents but also damaging light poles. There are no lightings and ADA ramps. This intersection lacks the proper capacity to maintain acceptable movement of people and goods. Both Pacific Highway S (SR-99) and Porter Way are currently truck routes.'

Project Description
'The city plans to enlarge the intersection through existing and acquired Right of Way. This will make it feasable to add another lane to Porter Way traveling from east to west toward the intersection allowing for dedicated left, through and right turn lanes. Currently the left and through traffic lane share one lane and the signalization does not support steady movement of traffic. This will also make it possible to size the intersection for trucks and trailers who frequent the intersection because of close proximity to the Port of Tacoma and the Fife Warehousing Complex. The proposed plan will increase mobility for vehicles and pedestrians, reduce back ups and waiting times, and size the intersection properly for the large trucks and large traffic volumes that utilize Pacific Highway S (SR-99) and Porter Way. Installing sidewalks, ADA ramps, upgrading the signal system with mast arms, improving the radii of the intersection at two locations and incoporating street lighting are additional improvements to the intersection.'
