Residents expressed concerns regarding traffic congestion and pedestrian safety at the intersection during the development of the City Transportation Element. Existing LOS is F for northbound PM peak hour traffic on Stinson Ave which causes queuing and gridlock backing up to the intersection of Rosedale Street and Stinson Avenue. to the south. Stinson Avenue and Harborview Drive are both Urban Minor Arterials and the intersection is the Gateway to the City’s Historic Waterfront. Harborview Drive and Stinson Avenue are both key commute routes in the AM and PM peak hours. Harborview Drive is a key circulation route for residents and tourist off-peak. Harborview Drive is also T-4 Truck Route serving the City’s working waterfront. Public involvement for the project included an open house where the majority of attendees ranked improving pedestrian efficiency and safety and vehicle efficiency and safety as the two top priorities for the project. The public identified the current partial stop sign control and channelization as confusing and hazardous.

Project Description
A roundabout was selected to realign intersection and resolve the current confusion of vehicle right of way, provide protected ADA accessible crosswalks on all approaches, resolve driveway conflicts at two residential driveways, and improve access to Eddon Boat Park. The channelization will support trucks and busses that use Harborview Drive. The roundabout will be capable of variable time of day plans to address commute peak and off-peak traffic patterns. The intersection will include illumination consistent with the City’s illumination standards. The roundabout will be designed to be consistent with the City’s Historic Waterfront.
