Project Description

'The project will address pavement replacement and preservation needs on the corridor. Preliminary investigation of 4th Street SE from D Street SE to L Street suggest that the base and subgrade material in portions of this segment support a full depth reclamation (FDR) approach to re-building the roadway. On the west end of the 4th Street SE corridor, from Auburn Way South to D Street SE, a grind and overlay will replace pavement wearing course and extend the overall pavement life. No treatment is needed to the pavement from L Street SE to M Street SE except as needed to restore the roadway for replaced utility connections.The project will implement improvements that remove accessibility barriers on the corridor. A minimum unobstructed sidewalk width of 5 feet will be achieved along both sides of the roadway. Additional sidewalk width will be achieved by replacing the existing landscape strips with widened sidewalk. Damaged sidewalks will be replaced. Utility poles, mailboxes, fire hydrants, and other facilities that obstruct the pedestrian pathway will be relocated and/or removed. Non-ADA compliant curb ramps will be replaced to meet standards. Between the signalized intersection with F Street SE and M Street SE, curb bulbs are proposed to be installed, and a pedestrian crossing of 4th Street SE provided. The project will address safety needs by removing fixed objects from the roadway clear zone and installing improved street lighting. PSE utility poles located within the clear zone for the roadway will be relocated or removed. The existing PSE street lights will be evaluated to determine if they need to be relocated and/or supplement with City street lights to improve lighting. All street lights will be upgraded to LED. The existing sewer system will be replaced with new 21-inch and 8-inch PVC main and laterals with clean-outs. The water main will be replaced with a 8-inch and 12-inch ductile iron pipe system.Re-building portions the roadway with FDR and widening the existing sidewalks to a minimum width of 5 feet may exceed thresholds requiring portions of the project to comply with applicable minimum stormwater requirements. Low Impact Development techniques, Modular Wetlands, and infiltration will be utilized as required to comply with current stormwater requirements.'
