Project Description

The project scope includes the reconstruction of the pavement and improvements which will enhance access and safety for all roadway users, including relocation or removal of existing fixed objects, LED lighting upgrades, removal of barriers to non-motorized users, and ADA improvements. The existing utility poles (four) along the south side of 2nd Street SE are located within the clear zone for the roadway, and restrict non-motorized access. This creates possible safety issues for all road users. The poles are proposed to be either relocated to meet clear zone and pedestrian clearance standards, or, if this is not possible, removed and the aerial utilities relocated underground. 2nd Street SE is currently lit entirely from the south side of the street, with PSE lights located on the existing utility poles. These existing lights do not provide light levels and uniformity that meet current City standards, and are inefficient. With the relocation or removal of these utility poles with the project, the existing lighting will be replaced with new LED street lights meeting City standards. This will improve safety and comfort for all road users. Sidewalks are provided along both sides of 2nd Street SE within the project limits. However, the existing sidewalk along the south side of the street does not provide adequate clearance to meet TIB and ADA requirements for non-motorized facilities. The existing utility poles, which create these obstructions, are proposed to be either relocated or removed with the project. In addition, the existing pedestrian facilities do not meet ADA requirements curb ramps are not currently provided at the intersection with B Street SE and the existing driveway aprons do not accommodate ADA users. The missing ramps will be constructed and the driveways replaced with the project. Existing sidewalk panels that have damage are also proposed to be replaced with the project. It should be noted that the ramps at the Auburn Way S and A Street SE intersections will be replaced as part of other projects the A Street SE ramps during 2019 and the Auburn Way S ramps during 2020.
