Ritter Street is used by many residents to access Sussex Ave. from locations throughout the south-western most areas of the downtown district. At its junction with Sussex Ave., the street is full of pot holes, cracks and delamination from prior repairs, with many sunken utility access covers. The existing pavement is only 18 ft. wide with unimproved shoulders, making two-way traffic difficult. The intersection at Sussex Avenue is one of the busiest in town due to its proximity to the central business district, a convenience store, and is a primary thoroughfare for high school students when school is in session (high visibility crossing devices were installed at this intersection in 2017). Widening the road will provide a safer route for cars, and sidewalk will provide a dedicated route for pedestrians to the locations listed above. Installation of a traffic barrier will reduce the conflict at Ritter St. and 4th Ave.

Project Description
The proposed project will widen the road to provide a 10 ft lane and 2 ft shoulder on the east side, and an 11-foot lane with curb, gutter and sidewalk on the east side. The project will also add catch basins on the east side and an infiltration ditch on the west side to remove runoff from the surface and keep it from running onto private residences. To address the conflict at the intersection of Ritter St. with 4th Ave. and Park Ave., 100 ft of 6 in concrete barrier curb is proposed to be installed from Park Ave. to approximately 50 ft north of 4th Ave., creating a right-in/right-out scenario for vehicles turning off of 4th Ave. onto Ritter St.
