The Pavement Condition Index (PCI) for Morton street is 50.5 and for Sumner Street is 31.9 Morton Street primarily longitudinal and fatigue cracking with severity ranging from low to high low to moderate severity transverse cracking high severity patching moderate to high severity potholes. Sumner Street same issues as Morton, but more severe and with higher frequency.

Either full depth reclamation (FDR) or full reconstruction could be used for either roadway. The best method will be determined during design. Proposed pavement sections could include FDR 2 AC pavement over 9 of base. Full reconstruction 2 AC pavement over 14 of base.
