Lower Pine Street connects the eastern side of the City and the central business district to the Okanogan High School and Middle School. The hilly natural topography of the area directs school children and pedestrians to the bottom of the hill at the intersection of 3rd Avenue and Pine Street. There is currently no sidewalk along Lower Pine Street, leaving a gap in the sidewalk system between 3rd Avenue and the recently completed improvements by the school on 5th Avenue. Also, a portion of Lower Pine Street (from 3rd Avenue to 4th Avenue) is a one way street, without channelization preventing vehicles from entering from the wrong direction. The area is confusing to drivers and pedestrians walking along the edge of the road. This project is located between the recently completed 5th Avenue project, Upper Pine Street project, and the 2015 Pine Street overlay from 1st Avenue to 3rd Avenue. This project completes the corridor.

Project Description
The project reconstructs the street and realigns the one-way section to improve safety on the corridor. Based on recent projects on 5th Avenue and Upper Pine Street, it is likely shallow cobbles are present. Full depth reclamation is not feasible. Adding sidewalk between 3rd Avenue and 5th Avenue eliminates the gap and provides a continuous pedestrian route to Okanogan High School and Middle School. Installation of curbing better directs traffic to prevent vehicles from entering the wrong way between 3rd Avenue and 4th Avenue. Storm drainage structures collect and convey stormwater preventing damage to the roadway and flooding of the downstream central business district.

Project Benefits
- The proposed project will increase pedestrian and vehicular safety by providing an ADA compliant pedestrian access route, formalizing roadway channelization and pedestrian crossings, providing illumination, and improving signage and delineation to direct drivers through the narrow corridor. Construction of new sidewalk on Lower Pine Street will complete a gap between the central business district towards the area of the City where the middle/high school campus resides.
