Canna Street and 1st Ave NE show extensive alligator cracking and potholing, which is visible even from aerial imagery. This damage indicates a lack of adequate storm drainage facilities and subgrade deficiencies. This roadway is a critical connecting piece from the Citys central business district to Smokiam Park, the most used park within the City, and residential neighborhoods in the NE portion of the City. The streets also serve as activity centers for city events, tourism activities, and are highly visible to traffic passing through the Soap Lake area. The existing sidewalk, storm drainage, curb, and gutter facilities in the area are in significantly deteriorated condition and in need of replacement.

Project Description
This project will pulverize, cement-treat and repave the roadway. The deteriorated sidewalk, curb, gutter, and storm drainage facilities will be upgraded to highlight this accessway to the Citys central business district. Decorative illumination will be installed connecting downtown to Smokiam Park. In order to maintain parking for nearby business, the roadway configurations will remain similar to the existing configurations, with parallel parking along both side of 1st Ave NE and the west side of Canna Street N, and angle parking on the east side of Canna Street N.
