Existing ConditionsShepherd Road is a two-lane collector between Washougal River Road and NE 3rd Avenue. Mid way along this stretch between N 12th St and N 4th Ct is a waterfront park called Sandy Swimming Hole. Access to the park can only be attained off Shepherd Road and the existing park has only a few spaces to accommodate residents. There are no existing sidewalk or bike connections to the park and visitors often illegally park off within the roadway and the surrounding neighborhoods. |

The City plans to widen Shepherd Road to the north allowing for on-street parking, new bicycle lanes, and new sidewalk connections. The City also plans to incorporate traffic calming due to the speeds and install a raised crosswalk so pedestrians can access the park while reducing vehicle speed along the corridor.
