Existing Conditions

SE 256th Street has a gap in an otherwise complete corridor, located between 168th Ave SE and 175th Ave SE which has no designated, comfortable pedestrian or bicycle facilities and is unlit. In addition, the gap in this corridor carries aging utilities, has no landscaping or LID treatments, and several non-fish-passable culverts. These culverts carry an annual risk of washout during high run events, especially when debris gathers on the north side of the road. Within these limits, the road has an undesirable vertical profile that is experiencing settling in addition to the impacts on sight distance. The gap in multimodal infrastructure has caused many citizens to express concerns about safety on this school walking route. The proposed project is needed to connect existing facilities and a more complete network of active mode, comfortable sidewalks and bike lanes that are attractive to users of all ages and abilities. Funding this project attacks four priorities. It will address multimodal mobility with sidewalks, bicycle lanes, future Metro express routes, and vehicle safety. It will greatly reduce the street, culvert, and creeks chances of catastrophic failure. It will allow opportunity for future Lakepointe Development circulation. And it will treat and collect stormwater, while making the creek fish friendly.

Description of Improvements

This project completes a missing pedestrian gap in a two-mile corridor that serves Kentwood High School, Crestwood Elementary, multiple churches, and Fire Station 78. This project would add 8 foot sidewalk sections, buffers by landscape strips, curb, gutter, bike lanes and illumination in a corridor gap that currently lacks all of these improvements. Undergrounding of utilities as part of the project will remove existing fixed object utility poles within the roadway clear zone. This link will support the future growth of Lakepointe Urban Village, adding transit connections, links to new retail and residential development, and provides alternate routes to a state route connection through downtown Covington.
