Existing Conditions

Mojonnier Road jurisdiction was recently transferred to the City of College Place from Walla Walla County. The existing Mojonnier Road is a narrow rural roadway that does not meet the Citys standards. This project is included in the Walla Walla Valley MPO 2045 Plan and was selected for a Surface Transportation Block Grant (STBG) for the Preliminary Engineering and Right-of-Way. Currently there are no city utilities in Mojonnier Road. This project is desperately needed to accomodate traffic from the farms to the west, businesses to the east, and all of the new development (new school, new homes, and new commerce). Description of Improvements

This project will reconstruct the narrow rural roadway to current urban standards by providing sidewalks with ADA ramps for pedestrians, and bike lanes. The bike lanes will be channelized with a 2' buffer from adjacent traffic. Speed limit will be changed to 30 mph. This is a developing urbanized area of the city and water, and sewer expansion will be provided from other funds. These utility infrastructure projects are scheduled for construction with the Mojonnier Road project in order to benefit from magnitude of scale cost savings and to reduce public inconvenience. The design engineering is underway with the environmental NEPA approval and right-of-way acquisition starting soon after this UAP grant application is submitted. The design and right-of-way phases are funded through a Surface Transportation Block Grant (STBG) and local funds. The TIB UAP grant would secure the construction phase funding needed to complete the project.
